Is the United States cutting off EDA supply to China? What kind of technological game is hidden?

On May 29, 2025, it was reported that the Bureau of Industry and Security (BIS) of the US Department of Commerce had requested the global EDA giants – Synopsys, Cadence, and Siemens EDA (Mentor) – to suspend the provision of some chip design tools to China, causing industry shock.

According to CIMdata’s estimation, the global EDA market capacity will reach 19.246 billion US dollars in 2024, accounting for 24.2% of the entire PLM market share. In 2024, the EDA market will grow by 13%, significantly higher than segmented fields such as CAD/CAE/PDM, and will be the growth engine of the PLM market. If this policy is strictly implemented, it will directly affect the global EDA market pattern, constrain China’s research and development capabilities for advanced process chips, and impact the global semiconductor supply chain.

The market reaction is intense, and uncertainty is intensifying!

On the same day of US stock trading, Synopsys’ stock price plummeted 9.64%, and Cadence’s stock price plummeted 10.67%, marking the largest single day decline in recent years. After hours, the stock price partially rebounded (Synopsys rose 3.69%, Cadence rose 4.99%), reflecting the market’s overreaction and uncertainty to rumors.

The CEO of Synopsys stated that they have not received any official notification from BIS. Cadence China executives stated that their business has not changed yet, and some Siemens EDA employees said they need to wait for official confirmation. Employees of the three companies in China have all stated that they have not received any internal notification, but industry insiders have revealed that the US headquarters has received the letter.

At present, the three major EDA companies occupy about 70% -80% of the Chinese market share. If the supply is completely cut off, it will impact advanced chip design and affect the research and development progress of companies such as Huawei and SMIC. Local EDA companies such as Huada Jiutian and Kelun Electronics have developed rapidly in recent years, but they mostly focus on “point tools”, and their full process coverage capabilities are still some distance away from EDA giants. Cutting edge technologies (such as GAA tools) still rely on imports.

The core focus of technological limitations

In the EDA industry landscape, Synopsys, Cadence, and Siemens EDA, the three giants, have built high technological barriers in key areas with decades of technological accumulation. Especially the three giants have their own strengths and have built multiple “Gold standard” tools in the EDA field, becoming the industry’s de facto standard. These tools not only carry the most advanced algorithm architecture and process library support, but also form a complete ecological loop through continuous iteration, making it necessary for even technologically advanced wafer fabs to rely on these tools for final design verification.

Based on the currently disclosed information, the Bureau of Industry and Security (BIS) of the US Department of Commerce has not yet released a specific list of restrictions. However, considering the previous logic of semiconductor control over China, the affected tools may include:
GAA architecture design tools, such as Synopsys’ Fusion Compiler and Cadence’s Innovus, are used for the physical implementation of 3nm/2nm chips
Advanced process validation tools, such as Calibre’s (Siemens EDA) OPC (Optical Proximity Correction) tool, are crucial for EUV lithography
TCAD (Process Simulation) tools, such as Synopsys’ Sentaurus, are used for modeling FinFET/GAA devices
If the restriction only applies to GAA related tools, the impact of mature processes in China (28nm and above) is relatively small; But if expanded to FinFET tools, the development of 7nm/5nm will also be hindered.

From the impact of supply interruption, if companies such as Huawei and SMIC cannot obtain the latest EDA updates, the research and development of 3nm GAA processes may stagnate; In the field of AI chip design, the high computing power chips of companies such as Cambrian and Boren, which rely on advanced process optimization tools, will also be affected to some extent; Some Chinese IC design companies may switch to older version tools.

Significant progress has been made in domestic EDA, but there are still shortcomings in the entire process

In the past few years, Chinese EDA companies have developed rapidly, but there is still a significant gap compared to the three giants in terms of full process coverage, advanced node support, and ecological collaboration.

In 2024, Huada Jiutian’s revenue was 1.222 billion yuan, thanks to the growth of digital circuit design and wafer manufacturing EDA business, with a year-on-year increase of 20.98%; In 2024, Kelun Electronics’ revenue was 419 million yuan, a year-on-year increase of 27.42%, mainly benefiting from the growth of design EDA tools (+44.17%) and semiconductor testing equipment (+42.52%). In terms of revenue scale, Synopsys’ revenue for 2024 was $6.105 billion, and Cadence’s annual revenue for 2024 was $4.641 billion, which is tens of times larger than the top EDA vendors in China (Mentor, as part of Siemens’ digital industrial software, has not disclosed its specific revenue data separately in its financial report).

From the perspective of the Chinese market’s dependence on Synopsys and Cadence, data from 2024 shows that Synopsys and Cadence’s revenue in China accounts for 16% and 12% of the global market, respectively, significantly higher than the single digit percentage of other industrial software fields (estimated by CIMdata and e-works).

The key bottleneck is that domestic EDA often breaks through in simulation, verification and other aspects, but the entire RTL-GDSII process still relies on Synopsys/Cadence; TSMC/Samsung’s PDK will prioritize supporting American EDA, and domestic tools need to be deeply integrated with local Foundries such as SMIC; In addition, the layout and routing algorithms of the three giants, such as Cadence’s Cerebus AI optimization, have undergone decades of iteration, which means that domestic EDA manufacturers still need long-term investment to achieve substitution.

The dynamic balance of technological competition still exists in the game space

Since the beginning of this year, the US technology control policy towards China has shown a clear swing – in early April, it announced the imposition of high tariffs on semiconductors, electric vehicles and other fields, followed by a 90 day exemption period and partial lifting of restrictions. This repetition indicates that the United States is still struggling to balance between curbing China’s technological development and safeguarding its own corporate interests. The power outage order for EDA software this time does not rule out the possibility of policy callback.

On the one hand, the United States is attempting to delay China’s breakthroughs in 3nm and below processes by restricting the supply of advanced EDA tools to China from companies such as Synopsys and Cadence, in order to maintain its leading position in semiconductor technology; On the other hand, the Chinese market accounts for 10% -15% of the revenue of these two companies, and a complete suspension of supply will directly impact their performance. This is also why the stock prices of the two companies plummeted nearly 10% in a single day after the news came out.

More noteworthy is that Synopsys is currently advancing its acquisition of simulation software giant Ansys, which requires Chinese antitrust approval. If China uses this as a bargaining chip, it may force the US to make concessions on the EDA ban.

In fact, the semiconductor industry between China and the United States has formed a symbiotic relationship of deep mutual embedding. China is not only the world’s largest semiconductor consumer market, but also the most important growth engine for American semiconductor equipment companies. This interdependent relationship sets a natural buffer zone for technology regulation policies. In the current global semiconductor industry landscape, technology blockade may trigger a chain reaction in the industry chain, ultimately harming the interests of all parties.

Overall, the EDA supply cut-off policy in the United States has not yet been fully implemented, and in the future, it may adopt “layered restrictions” (such as only banning GAA related tools) rather than a comprehensive blockade. China can leverage its market advantages, countermeasures, and domestic substitution progress to gain room for competition. The ultimate direction of this technological tug of war still needs to be observed in the upcoming policy adjustments and corporate dynamics.

At the same time, due to the recent capital increase of Time Robotics, it has completed a B3 round financing of nearly 100 million yuan, which is only half a year after its B2 round financing of over 100 million yuan.

With the continuous boost of sales and capital, the CMO of Inspur Robotics, Fang Hainan, remained calm and objective during an interview with the Robot Lecture Hall. She pointed out that the overall shipment volume of the industry is still in the “small batch” stage and has not yet reached the true “mass production level” of the manufacturing industry. However, due to the current situation, robots are also well prepared and continuously improving in product consistency and reliability. In the future, mass production will be used as a “touchstone” for technology and supply chain capabilities, continuously polishing the team, creating multiple barriers between cost and supply chain, and seizing the explosive period of downstream markets.

Behind the growth in sales

Due to the market sales of robots approaching 2000 units in 2024, the cumulative scale of 1000 units announced in 2023 has undoubtedly doubled. We attribute this growth to the outbreak of downstream markets, especially the rise of humanoid robot companies. For example, Tesla, car companies, home appliance companies, and others are all betting on humanoid robots and promoting the application of dexterous hands in industries, services, scientific research, and other fields based on their own scene needs. This not only confirms the market potential of dexterous hands, but also forces companies to upgrade and transform their products.
